A California lawmaker is pushing a bill that proposes holding retailers accountable for their alleged involvement in Immigration and Customs Enforcement (ICE) raids, which have been ongoing since June 2025 in Los Angeles and Southern California.
The proposal, directed against the Home Depot store chain, has the support of community activist groups, particularly from the city of Monrovia.
The initiative is promoted in memory of Hispanic Carlos Montoya, 52, who died after being run over while fleeing a raid by ICE agents at the Home Depot store in Monrovia, in August 2025.
