US increases rewards for information leading to arrest of MS13 leaders in Honduras

The State Department's Bureau of International Narcotics and Law Enforcement Affairs announced an increase in the reward offered for information leading to the arrest and/or conviction of Yulan Adonay Archaga Carías, alias “Porky.”

This offer, announced within the framework of the Transnational Organized Crime Rewards Program (TOCRP), amounts to 10 million dollars.

Likewise, a reward of up to $5 million was announced for information leading to the arrest and/or conviction of Víctor Eduardo Morales Zelaya, alias “Cuervo.”

Both are leaders of the Mara Salvatrucha (MS-13), a foreign terrorist organization designated by the Trump Administration last year.

According to court documents, Archaga Carías and Morales Zelaya are the highest-ranking members of MS-13 in Honduras and are responsible for directing the gang's criminal activities, including drug trafficking, money laundering, murder, kidnapping and other violent crimes.

They are also responsible for the importation of large quantities of cocaine into the United States. Both remain at large.

Archaga Carías appears on the list of the Ten Most Wanted Fugitives of the FBI, as well as that of the DEA and the Office of Homeland Security Investigations (HSI).

This case is part of the Homeland Security Task Force (HSTF), established by Executive Order 14159.

The HSTF is a permanent, government-wide task force dedicated to eliminating criminal cartels, foreign gangs, transnational criminal organizations, and human trafficking networks operating in the United States and abroad.

The rewards offered today are authorized by the Under Secretary for Arms Control and Security under the Transnational Crime Countering Rewards Program (TOCRP), which supports law enforcement efforts to combat transnational crime globally.
