The Council of Governors of the International Atomic Energy Agency (IAEA) voted in favour of referring Iran to the UN Security Council for the “failure” of its nuclear obligations, to redouble pressure on the Islamic Republic, two diplomatic sources told AFP.
Approved by 23 votes in favour, three against and eight abstentions, the resolution presented by Western countries, to which AFP had access, expresses its “deep concern” over Iran’s persistent breach of its obligations.
Russia, China and Niger opposed its adoption, and Iran immediately condemned the resolution.
“This resolution was passed under the political pressure of the United States and its allies and, in our opinion, lacks any basis and will give no result,” Iran’s representative at the IAEA, Reza Najafi, told public television.
The IAEA has not had access to key Iranian nuclear facilities since Israel, backed by the United States, launched attacks on nuclear facilities in June 2025.
Some facilities were also hit during the last war, which broke out on February 28, and the IAEA has claimed on several occasions to be able to access them.
This is the first time in 20 years that Iran has been referred to the Security Council for violating its obligations regarding statements on its nuclear program, according to a source close to the IAEA.
But according to Ali Vaez, of the International Crisis Group (ICG) study center, “it’s a useless exercise, probably Russia and China will take care of Western pressure breaking up a wall in the Security Council.”
