According to the report, the national average cost of child care reached $13,184 annually in 2025, an increase of 5% compared to the previous year. Additionally, it is estimated that 4.2 million children do not have access to formal child care in their communities.

Democratic legislators maintain that the problem especially affects working families and the Latino community. The report highlights that approximately 25% of workers in the sector are Hispanic and that one in five is an immigrant.

It also warns that recent immigration policies have generated concern among providers and families. Democrats accuse the Trump administration of promoting allegations of fraud against child care centers without sufficient evidence, a narrative that they say has led to increased surveillance and immigration operations near some child care centers.

“We can't solve America's affordability crisis without solving the child care crisis,” said Elizabeth Warren.
